Quebec Immigrant Investor Program
The Quebec Immigrant Investor Program (Programme des investisseurs immigrants du Québec) is administered by the Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI). It is a two-stage immigration process: applicants first obtain a Certificat de sélection du Québec (CSQ) from the province, and then apply to Immigration, Refugees and Citizenship Canada (IRCC) for federal permanent residence.
To qualify, applicants must have a legally acquired net worth of at least $2 million CAD, at least two years of business management experience within the five years before applying, and must make a passive investment of $1.2 million CAD through a government-authorized financial intermediary for a period of five years, after which the capital is returned without interest. Applicants must also demonstrate intent to settle in Quebec.
Language requirements exist but are not as strict as in other programs — applicants are assessed for adaptability and language potential rather than minimum language test scores, though demonstrating some knowledge of French significantly strengthens an application given Quebec's language priorities.
The program is subject to intake caps and opens for a limited period each year when MIFI accepts applications. Timing and intake conditions vary and are confirmed at the time of consultation.
The flat legal fee of $25,000 + HST covers the full two-stage process — provincial Quebec selection application through to federal IRCC permanent residence. The $1.2 million investment and all government fees are entirely separate.

Important Limitations
