Express Entry — Permanent Residence

Express Entry is the federal government's online application management system for economic class permanent residence in Canada. It manages three federal immigration streams: the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), and the Federal Skilled Trades Program (FSTP). Express Entry also manages applications for candidates nominated through provincial streams that feed into the system.

The process works in two phases. First, eligible candidates submit an Express Entry profile to a pool, where they are assigned a Comprehensive Ranking System (CRS) score based on factors such as age, education, language ability, and Canadian work experience. Second, IRCC conducts regular draws from the pool and issues Invitations to Apply (ITAs) to the highest-ranked candidates. Candidates who receive an ITA have 60 days to submit a complete permanent residence application.

The flat fee of $4,000 + HST covers both the profile creation phase and the complete permanent residence application after an ITA is received. If you are seeking a provincial nomination through a Provincial Nominee Program (PNP) — for example a Notification of Interest (NOI) from a province — the provincial nomination application is a separate service and is quoted in addition to the federal Express Entry fee.

Government fees are payable directly to Immigration, Refugees and Citizenship Canada (IRCC) and are not included in the legal fee.

Once an ITA is issued, you have 60 days to submit a complete application. IRCC targets a 6-month processing time for most Express Entry applications after submission, though actual timelines vary.

Important Limitations

  • An Invitation to Apply (ITA) is not guaranteed. IRCC conducts draws at its discretion, and minimum CRS score cutoffs vary with each draw. This service covers preparation of the profile and application — it does not guarantee that an ITA will be issued.
  • The Right of Permanent Residence Fee (RPRF) of $575 is refundable if the application is refused or if the applicant does not use their permanent resident visa. Other government fees are non-refundable.
  • Candidates must meet the eligibility criteria of at least one Express Entry stream at the time of ITA and application submission. Eligibility is assessed at intake.
  • If a provincial nomination is desired, the provincial application is a separate service with its own fees and timeline.
  • Approval is not guaranteed. Immigration, Refugees and Citizenship Canada makes all final decisions on permanent residence applications.
