Caregiver Immigration — Home Child Care or Home Support Worker

Canada's caregiver immigration pathway allows eligible foreign nationals working in home child care or home support roles to apply for permanent residence. The program has evolved significantly over the years, and as of 2025 operates under the Home Care Worker Immigration Pilots, which replaced earlier iterations of the program.

There are two streams: the **Home Child Care Provider Pilot**, for workers caring for children in a private home, and the **Home Support Worker Pilot**, for workers providing in-home care to elderly individuals or people with disabilities or chronic medical conditions. Both streams are direct-to-permanent-residence pathways — eligible caregivers can apply for permanent residence without a prior requirement to complete a set number of months of work in Canada first, though qualifying work experience is assessed.

Applicants must have a valid job offer from a Canadian employer in the caregiver role, meet language requirements, and have an educational credential. A work permit may be required to begin or continue working while the PR application is processed.

Government fees under the 2025 pilots are $1,525 per adult and $260 per dependent child, plus biometrics. These are paid directly to IRCC and are not included in the legal fee.

IRCC processing times vary. The 2025 Home Care Worker Immigration Pilots are relatively new and processing timelines are subject to change. Current IRCC processing times should be verified at the time of application.

Frequently Asked Questions

Important Limitations

  • The caregiver immigration pilots are subject to annual caps and program changes by IRCC. Eligibility requirements and intake conditions are confirmed at the time of consultation.
  • A qualifying job offer from a Canadian employer is a mandatory requirement for both streams. This service does not assist with finding employment.
  • Approval is not guaranteed. IRCC makes all final decisions on permanent residence applications.
  • If a work permit is needed to work while the PR application is pending, that is a separate application with its own fees.
